Due of the Honda has issued a stop-sale on any new cars that are impacted, but they can't hold back pre-owned vehicles. Some used vehicles are not recalled, but may be affected. Honda is telling dealerships to have customers sign a liability document.
According to the Honda's Airbag Inflator Recall Disclosure and Acknowledgment document basically says the following-
"I understand that if this used car I'm buying is in a crash, the airbag could kill me."
The interesting thing is this document is not for vehicles that are recalled, it is for vehicles that "may be affected." As of now Honda's recall is focused on the following states: Alabama, California, Florida, Georgia, Hawaii, Louisiana, Mississippi, South Carolina, Texas and the U.S. Virgin Islands. But the automaker doesn't know which vehicles were sold in those states, but later moved elsewhere. These vehicles could be recalled, but Honda does not yet have a complete VIN list of all vehicles in need of a repair. Therefore Honda is requesting dealerships have customers sign a document saying they understand the potential danger.
The vehicles that may be affected are the following: 2001-07 Accord with four-cylinder engines; 2001-05 Accord with V-6 engines; 2001-05 Civic; 2002-06 CR-V; 2003-11 Element; 2002-04 Odyssey; 2003-07 Pilot; and 2006 Ridgeline. Also included from Acura are the 2003-06 MDX, 2002-03 TL and CL and 2005 RL.
